 Internet cafes in Florida which directly advertise for online gambling may soon be in a bit of hot water. A new bill has been introduced into the House that would crack down on the booming internet gaming cafe market which is worth an estimated $1 billion. At many cafes across the state when customers pay for Internet access they receive a sweepstakes number and can play casino-style games to determine if they've won cash. The new bill would close a legal loophole that allows the cafes to operate but it would not affect other types of sweepstakes.
"Some cities, counties and law enforcement agencies have tried to deal with it on their own, but have been sued because of a lack of clarity in our state law," said Rep. Scott Plakon who wrote the bill.
In Pinellas, Jackson, Marion and Seminole counties, law enforcement sought to shut down operations and accused the Allied Veterans group (which runs internet cafes at 39 locations around the state) of illegal gambling. Since the group has used the cafes to generate more than $2.5 million for charity the group argued that the sweepstakes was simply a means of fundraising and they filed a federal lawsuit. The case is still pending but similar cases have resulted in rulings favoring the cafes.
Opponents of the bill argue that the bill could have devastating effects on the economy. Nicholas Iarossi, a lobbyist representing Allied Veterans called the bill unfair saying, "Legal businesses operating in the state of Florida today, people who have invested tens of thousands of dollars to operate and open these establishments, it wipes them out overnight."
So far, the bill has been referred to three more House committees, and its Senate version, has yet to make it on to a committee's agenda.
