Members of the Nevada Assembly unanimously passed a bill that calls on Nevada to create a framework for intrastate gambling pending federal legislation. The bill was originally designed to legalize online poker, but after the events of Black Friday, legislatures decided that it was safer to extend the bill to include all forms of online gaming and to basically only allow the Nevada Gaming Commission to develop regulations and a path to licensure for online gambling businesses so that they'll be ready the day federal legislation passes.
The bill stipulates that online gambling sites that wish to operate in Nevada will need to have a partnership with an existing non-restricted gambling license holder or an affiliate that has been in business for at least five years in order to enter the Nevada market. PokerStars and Full Tilt had both established partnerships with Nevada casinos but those relationships ended when some of the sites founders were charged with bank fraud, money laundering and operating illegal gambling businesses by the U.S. Department of Justice and were forced out of the US market. It should be interesting to see who will take their place.
