Spain has been attempting to clarify its position on internet gambling. The Spanish government finalized a draft bill on online gambling earlier this year and released it to the public so that interested parties could react and propose amendments to the bill. So far more than 200 proposed amendments have been submitted and the Spanish Association of Online Gamblers (AEDAPI) has made an effort to respond to the suggestions hoping that many of the changes will result in a more coherent and competitive regulatory framework for the industry.
Just a few of the proposed suggestions include removing the black period between when the bill is passed and when players will wager online, allowing servers to be located outside of Spain, and lowering the proposed tax rate on online gambling.
AEDAPI president Sacha Michaud appears to be very optimistic about the feedback they have received so far. He commented on the matter saying, "The fact that it has submitted a large number of amendments by the different political groups on the one hand indicates that there is still much work to do and, secondly, we're going in the right direction to build a positive framework."
If approved the future Gaming Regulatory Act will be finalized by 2012.
