The West Virginia Senate passed a gambling bill aimed at helping race tracks compete with neighboring casinos on Saturday. The bill which will allow the state to invest up to $10 million annually (from the taxes the casinos pay the state) in the state's four race tracks will provide some much needed relief for the racinos. The money will be used to upgrade the tracks' slot machines and make other improvements. State lawmakers hope this investment will translate into an increase in gaming revenue at the tracks which will result in an increase in tax revenue.
The bill will now make its way to Governor Earl Ray Tomblin's office where it is expected to be signed into law.
State Racing Association President John Cavacini commented on the bill saying that for the first time it "gives us the opportunity to compete on a level playing field and now we're down to the point of customer service."
Of course there have been plenty of complains from citizens who feel that the bill singles the gambling industry out for giveaways and takes money away from the people of West Virginia but as Cavacini explains, "It's not the fact that we can't spend our own money. We are spending but we can't spend it at the rate it takes to modernize our floors."
